From September 1, 2022, the new state building regulations (DBN) entered into force, as well as changes to the current state building regulations, which were approved by orders of the Ministry of Community and Territorial Development of Ukraine dated December 30, 2021 No. 365, No. 366, No. 367.
Details of all the changes are below.
1. The list of new state building regulations and amendments to the existing construction regulations, which were approved by the order of the Ministry of Development of Communities and Territories of Ukraine dated 12.30.2021 No. 365, which entered into force on 01.09.2022, namely:
– DBN V.2.2-42:2021 “Constructions of refrigerators. Fundamentals of design”.
NOTE: with the entry into force of DBN V.2.2-42:2021, SNiP 2.11.02-87 “Refrigerators”, approved by the resolution of the State Construction Committee of the USSR of July 10, 1987 N 137, became invalid.
Changes to the current building regulations, namely:
– Amendment No. 1 DBN V.2.6-198:2014 “Steel structures. Design norms”;
– Amendment No. 1 DBN V.2.2-40:2018 “Inclusiveness of buildings and structures. Basic provisions”;
– Amendment No. 1 DBN V.2.2-9:2018 “Public buildings and structures. Basic provisions”;
– Amendment No. 1 DBN V.2.2-15:2019 “Residential buildings. Basic provisions”;
– Amendment No. 1 DBN V.1.2-14:2018 “General principles of ensuring the reliability and structural safety of buildings and structures”;
– Amendment No. 2 DBN A.1.1-94-2010 “Design of building structures according to Eurocodes. Basic provisions”;
2. The list of new state building regulations and amendments to the current construction regulations, which were approved by the order of the Ministry of Development of Communities and Territories of Ukraine dated 12.30.2021 No. 366, which entered into force on 01.09.2022, namely:
– DBN V.1.2-6:2021 “Basic requirements for buildings and structures. Mechanical resistance and stability”;
– DBN V.1.2-7:2021 “Basic requirements for buildings and structures. Fire safety”;
– DBN V.1.2-8:2021 “Basic requirements for buildings and structures. Hygiene, health and environmental protection”;
– DBN V.1.2-9:2021 “Basic requirements for buildings and structures. Safety and accessibility during operation”;
– DBN V.1.2-10:2021 “Basic requirements for buildings and structures. Protection against noise and vibration”;
– DBN V.1.2-11:2021 “Basic requirements for buildings and structures. Energy saving and energy efficiency”;
– DBN V.2.6-31:2021 “Thermal insulation and energy efficiency of buildings”;

– Amendment No. 3 DBN B.2.2-5-2011 “Planning and development of cities, towns and functional territories. Improvement of territories”;
– Amendment No. 1 DBN A.2.2-14-2016 “Composition and content of scientific and project documentation for the restoration of architectural monuments and urban planning”;
– Amendment No. 1 DBN V.2.2-3:2018 “Buildings and structures. Educational institutions”;
– Amendment No. 3 DBN V.2.3-15-2007 “Parking lots and garages for passenger cars”.

With the entry into force of DBN B.1.2-6:2021 became invalid, DBN B.1.2-6-2008 “System for ensuring the reliability and safety of construction objects. Basic requirements for buildings and structures. Mechanical resistance and stability”, approved by order of the Ministry of Regional of Development and Construction of Ukraine dated January 26, 2008 N 40;
With the entry into force of DBN B.1.2-7:2021 became invalid, DBN B.1.2-7-2008 “System of ensuring the reliability and safety of construction objects. Basic requirements for buildings and structures. Fire safety”, approved by order of the Ministry of Regional Development and of Construction of Ukraine dated January 26, 2008 No. 39;
With the entry into force DBN B.1.2-8:2021 became invalid, DBN B.1.2-8-2008 “System of ensuring the reliability and safety of construction objects. Basic requirements for buildings and structures. Safety of human life and health and environmental protection of the natural environment”, approved by order of the Ministry of Regional Development and Construction of Ukraine dated January 26, 2008 No. 38;
With the entry into force of DBN B.1.2-9:2021 became invalid, DBN B.1.2-9-2008 “System of ensuring the reliability and safety of construction objects. Basic requirements for buildings and structures. Safety of operation”, approved by order of the Ministry of Regional Development and of Construction of Ukraine dated January 26, 2008 No. 37;
With the entry into force, DBN V.1.2-10:2021 became invalid, DBN B.1.2-10-2008 “System for ensuring the reliability and safety of construction objects. Basic requirements for buildings and structures. Protection against noise”, approved by order of the Ministry of Regional Development and Construction of Ukraine dated January 26, 2008 No. 41;
With the entry into force, DBN B.1.2-11:2021 became invalid, DBN B.1.2-11-2008 “System for ensuring the reliability and safety of construction objects. Basic requirements for buildings and structures. Energy saving”, approved by order of the Ministry of Regional Development and of Construction of Ukraine dated January 26, 2008 No. 36;
With the entry into force, DBN B.2.6-31:2021 became invalid, DBN B.2.6-31:2016 “Thermal insulation of buildings”, approved by the order of the Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine dated July 8, 2016 N 220.
With entry into force
DBN A.2.2-1:2021 “Composition and content of environmental impact assessment materials (EIA)” became invalid, DBN A.2.2-1-2003 “Composition and content of environmental impact assessment materials (EIA) during design and construction enterprises, buildings and structures. Basic provisions of design”, approved by the order of the State Committee of Ukraine for Construction and Architecture of December 15, 2003 N 214.
3. The list of new state building regulations and amendments to the existing construction regulations, which were approved by the order of the Ministry of Development of Communities and Territories of Ukraine dated 12.30.2021 No. 367, which entered into force on 01.09.2022, namely:
– DBN V.2.2-43:2021 “Storage buildings. Basic provisions”;
– DBN B.2.6-221:2021 “Constructions of silos with a corrugated wall for grain. Basic provisions.”
NOTES:
With the entry into force of DBN V.2.2-43:2021, SNiP 2.11.01-85* “Skladskie zdzyna”, approved by the resolution of the State Committee of the USSR on Construction Issues of December 30, 1985 N 280, became invalid;
With the entry into force of DBN V.2.6-221:2021, DBN V.2.2-8-98 “Enterprises, buildings and facilities for grain storage and processing”, approved by the order of the State Committee for Urban Development of Ukraine dated February 18, 1998 N 41, became invalid in the part of steel silo structures .
Changes to the current building regulations:
– Amendment No. 1 DBN V.2.3-5:2018 “Streets and roads of populated areas”;
– Amendment No. 3 DBN V.2.3-18:2007 “Transport structures. Tram and trolleybus lines. General design requirements”;
– Amendment No. 1 DBN V.2.6-162:2010 “Constructions of buildings and structures. Stone and reinforced stone structures. Basic provisions.
To attention.
In connection with the adoption of new and amendments to the current state building regulations, the following norms of the Procedure for the development of design documentation for the construction of facilities should be remembered:
– the design documentation for the construction site must be developed taking into account the construction standards and normative documents, the mandatory application of which is established by the regulatory and legal acts in force on the date of its transfer to the customer.
– project documentation for construction objects, built in whole or in part in accordance with the approved project, is not subject to adjustment in connection with the introduction of new regulatory acts, except for cases when such adjustment is caused by an increase in the following safety requirements in new regulatory acts: provision of mechanical resistance and stability (strength), electrical, explosion, fire safety, energy efficiency of the object and the requirements of regulations on creating conditions for unimpeded access for persons with disabilities and other groups of the population with reduced mobility.
